Cambodia boasts high enrolment rates in education, however learning outcomes lag far behind – a recent assessment shows that about one-third of Grade 2 students cannot read. Besides persistent problems in the public education system, underlying factors such as socio-economic and cultural factors hinder participation in education, as well as hinder learning in a broader sense.
